Board of Directors

Broomhall Under 3s is overseen by a voluntary Board of Directors who bring a wealth of experience from education, childcare, finance, and community development.


The Board ensures strong governance, financial sustainability, and a continued focus on delivering outstanding care for children aged 0–3 years.

Each member is passionate about maintaining our ‘Outstanding’ Ofsted rating and supporting the nursery team to provide the best possible start in life for every child.

Theresa Fletcher

Theresa has been part of Broomhall Under 3s for 24 years and has served as Nursery Manager for 11 years. In her role, she combines hands-on nursery work with the day-to-day management of the setting, overseeing everything from staff allocations to recruitment.

Passionate about Early Years education, Theresa loves seeing the difference the nursery makes for children and families. She enjoys being involved in the daily life of the nursery while organising her team and resources to ensure the highest-quality provision.

Outside work, Theresa enjoys spending time with her family and her dog, exploring new places together, and has a fondness for stags.

Winston Hazel

Winston has been a Director of Broomhall Under 3s since its transition from Sheffield City Council provision in 2015. A parent whose own children benefitted from the nursery, he played a key role in establishing the not-for-profit social enterprise that reopened the setting.

He brought professional expertise in web development, digital communications, and project delivery, contributing practical support such as website development and access to a broad community network.

With extensive experience in community and social enterprise initiatives across Sheffield, including as a Director of Music City Foundation Ltd, Winston remains committed to accessible, community-rooted early years provision.

Charlotte Harrop

Charlotte is a marketing professional with 20 years’ experience in strategic marketing within the medical technology sector. She brings expertise in strategy, communication, and project leadership to her role on the board, applying these skills to support the nursery’s ongoing mission.

As a parent whose children attended Broomhall Under 3s, Charlotte is committed to maintaining a strong connection with the nursery community and supporting the team in continuing to provide high-quality care and learning for all children.

Josh Gunnell

Josh has spent over 20 years in the financial services sector, working across technical project delivery, regulatory compliance, and commercial strategy. As a local parent living in Broomhall, Josh is excited to give back to the nursery that helped shape the early years of his own children at Broomhall Under 3s. He brings a fresh and alternative perspective to the board, grounded in real experience as a parent, while drawing on his professional expertise to support the nursery’s continued growth and success.

Naomi Pearson

Naom is a Freelance School Bursar with over 20 years’ experience, including 10 years self-employed in financial management, supporting primary schools and Early Years settings across Sheffield and Rotherham. Naomi has also served as a School Governor at Sitwell Infant School, providing strategic oversight with a focus on financial management to support leadership teams in improving outcomes for all pupils.

A founding board member of Broomhall Under 3s, Naomi helped secure the nursery’s reopening in 2015 after the Local Authority provision was due to close. Having children who have attended the setting, she is passionate about supporting the nursery and ensuring it continues to deliver outstanding care and education.

Jill Wilkinson

Jill has spent many years working across Early Years settings, including schools and nurseries, supporting children and their families, including those with S.E.N. She most recently served as Nursery Manager at Broomhall Nursery School and Broomhall Under 3s Ltd. Since retiring, Jill has continued as a voluntary director, helping to support the management and staff team in maintaining the nursery’s not-for-profit ethos while ensuring every child achieves their best outcomes confidently and happily.

Aisha McClean

Aisha is an experienced Educational Psychologist, having worked for over 10 years with children and young people aged 0–25, their families, and educational professionals. She currently also trains new Educational Psychologists at the University of Sheffield and has extensive knowledge of Sheffield schools and educational systems.

Aisha joined the board to combine her professional expertise with her personal experience as a parent of children who have attended Broomhall Under 3s. She is passionate about supporting the nursery’s mission to provide high-quality care and learning, particularly through understanding and fostering play as a key part of child development. Her long-term connection with the nursery brings insight into its community and the positive impact it has on children and families.
